Don't know exactly what you're going to be doing, but I tried to set up a Perl/Catalyst website on DreamHost and it is a PITA. I just gave up on it. My recommendation would be not DreamHost. I have also heard that Azure is sloooooow.

dreamhost. very easy to do anything, unlimited domains. for basic shit, not joomba etc.

if you need less than 10 emails, use google for your domain for email hosting (free).
If you need a vps, I've had good luck with knownhost.
