I know some people take a piece of clear tape and make a X or a star or something in the center of their TV on the tape since thats where you always fire and hip fire that way. The quick scope is just adding a left trigger tap before you tap your right trigger. Someone may have actually figured it out, but thats my how to. Works for me, although I know there is a ton of modded controllers out there. You can make your own for Xbox. Not exactly fancy or anything, but take a momentary switch and put it some where comfy under the controller. If you're good with soldiering then this should be easy, but be careful because the lights are very small and melt easy. But soldier a wire to the bottom part of your first player light on the board to your momentary. Soldier another to the other side of your momentary to your right trigger or both your left and right trigger. It will drain your battery like crazy when you use it, but so do others.

There are some controllers that have a "Quick scope" "drop shot" mod. But they sell from 80 bucks to 260 and up... Depends how fancy you want it, but there is all kinds of stuff out there you can buy or do yourself.

The problem with quick-scoping is its part of the console auto-aim designed to help console players get on target since you dont have the precision of the mouse. It "snaps" to the closest target in the center, so when you quick-scope it snaps a tiny fraction to center of the closest target, and all you do is fire as quick as you can. It's a skill, i guess, but one that kinda uses the system against itself.
Quick-scoping doesn't work nearly the same on a PC.

Friend of mine ordered a set of those stick on targets you put on your tv. I tried it a few times and it works pretty good, but I got tired of seeing that sticker on tv during whole game, so I took it off.
