Voice over wifi for Iphone?

I was talking to someone one time and he said that he setup his iphone so that calls would go through any wifi that he had access to instead of cell towers. Some how this saved him money. He got the smallest cell phone plan he could so he claims that he only ends up paying around $20/month.
Anyone heard anything about this?

Ok, I setup a google voice account. The iphone Im using doesnt currently have phone service( I used my work cell phone instead). Is there any way to set it up so that it'll work? I tried searching and didnt get any helpful replies. It seems like you have to have some sort of basic phone serivce for the phone you want to use this service for. Step 4 of the google voice account is to enter the phone number of the deivce you want to use it on so it can call you and verify the phone.
