My brother in law is wanting to get a smartphone. He is open to any carrier. What would be the best 4g phone/network?

Tmobile has a good 4G network and decent prices but they do throttle services once you reach a certain data point even though they claim its unlimited data.
ATT CLAIMS they are 4G but from what I read their network is still kinda small...and once you reach their data cap...they start charging you more or cut you off.
Verizon...4G yes.....outrageously expensive...and they also cap your data like ATT.

At this time, I'm a fan of Verizon for anything consumer related. ISP, cell phone...etc.
I could get into all the reasons and experiences, but someone will argue and it really does not matter. Do some googling and see what you think.

Sprint is on the verge of phasing out their wimax 4G and said they will be done by end of 2012 and going to their own LTE like Verizon and ATT use. Only thing is any of their current 4G phones wont work on the new system. Im sure they will keep wimax up for a while but unless he plans to upgrade his phone as soon as it becomes available then I would look at the others.
ATT is just getting started and doesnt offer any LTE phones yet but speeds show to be about twice of that of Verizon. Verizon already has devices though and a established LTE network but they cost and arm and a leg.
