There is absolutely no better time to start lifting than when you are 17 years old. If you're not seeing results it's because you don't know what you're doing. Join a public gym and find some guys in there that have the build you want. Look for someone who is in there busting ass and not just socializing. See if they will let you workout with them, ask lots of questions, and be humble.
As far as nutrition goes, at your age all you really need to do is stay away from sugars, fried foods, fast food, and sodas. Lift weights 5 days a week for at least an hour and you'll see the results you're after. Everything you build now will stay with you as you get older and it's a lot easier to build it at 17 than it is at 30.
