This is a rather extreme case. The tire was spinning going 80 miles per hour and likely rubbing on a rock. The rock creates a bunch of heat and eventually fails due to the heat. The belts come loose and BOOM. Shit goes everywhere. The pieces of tire do damage to the quarter and there is a large percussion. The sensors see this as an impact and the bags blow.

Not likely that this would happen in a normal flat tire situation. Unless you are one of those people that drive on tires til the cords start showing
