Does anyone know this car?

I just bought a project car and would like to know a little more about it. It's a 1989 model. I'm wondering if it might be an ex-dps car, I seem to remember them plugging the dash hole when they were sold and they had a trunk release under the steering column along with a calibrated speedometer. I am going to do some more research but thought I would put it out to the experts asap.

Yes, I know that it is ugly, REALLY ugly so don't tell me that, my feelings might get hurt.

Thanks! It turns out that is was a Texas DPS car. I was pretty sure it was but I wanted to make sure.
