Back in college, the ROTC did some manuver training out on the intramural fields and had a 60 (blanks obviously) rock n rolling. That booming sound carried over the whole campus - was hysterical to see the looks on people coming outside to see/hear what was going on.

They are illegal to possess in Texas, regardless of what they are made out of. From the Texas penal code:

Sec. 46.05. PROHIBITED WEAPONS. (a) A person commits an offense if the person intentionally or knowingly possesses, manufactures, transports, repairs, or sells:
(1) an explosive weapon;
(2) a machine gun;
(3) a short-barrel firearm;
(4) a firearm silencer;
(5) a switchblade knife;
(6) knuckles;
(7) armor-piercing ammunition;
(8) a chemical dispensing device;
(9) a zip gun; or
(10) a tire deflation device.
