From my BIL

the rig was abandoned for a huge storm. When they returned they found that a ballast tank had failed and the rig saw a 25+ degree list. Almost sank the rig. They sent divers in to fix the ballast and it was good to go.

I think so, I have no other info, but thats exactly what it looks like to me, lol. With the window coverings, someone might even be living in it.

Some info : its a russian deisel locomotive mated to the under carriage of a mobile ICBM tractor/launcher.

Its pretty much non functional though, their first drive snapped the entite driveline in multiple pieces.

Its a bad ass concept though.
