      I could be wrong, but I think Fort Worth instituted that policy a long time ago after a pursuit ended in a fatal crash while the TV show COPS was filming. At least that's what I recall hearing at the time.

      I guess one way of settling one's debts (to society) is to go bankrupt. Unfortunately, in this analogy "bankrupt" meant death.

      IMHO, there is no bright-line test for how to handle high speed pursuits. There's the obvious risk of harm to the general public if you do it, but then again, there's absolutely no deterrence if you don't. If you set a maximum speed the cops can go in a pursuit, then the bad guys will know that all they have to do is drive over it in order to get away. I remember seeing something a few years ago about a prototype of a gadget for the cops to use while in pursuits that could somehow disabled the car they were pursuing - some space age laser or microwave crap. That kind of sounds like a good idea at first glance, but not so good when you consider things like operator error, abuse, etc. Personally, I'm pro-chase which is really odd considering I was in a few and got away several times when I was younger.

        A good buddy of mine is a Sgt out there (it's not Matt), he said there were several events that contributed and led up to it, and that was indeed one of them. There was another that was a cop that crashed while in pursuit (single car accident) and the Dude suffered a very severe head injury...so bad that he had exposed brains when they rolled up on him. He lived, but of course no longer the same person, and now requires constant care...I believe like in a nursing home. I think that one was actually the final straw....they probably view it as an ongoing expense.
