IMHO, there is no bright-line test for how to handle high speed pursuits. There's the obvious risk of harm to the general public if you do it, but then again, there's absolutely no deterrence if you don't. If you set a maximum speed the cops can go in a pursuit, then the bad guys will know that all they have to do is drive over it in order to get away. I remember seeing something a few years ago about a prototype of a gadget for the cops to use while in pursuits that could somehow disabled the car they were pursuing - some space age laser or microwave crap. That kind of sounds like a good idea at first glance, but not so good when you consider things like operator error, abuse, etc. Personally, I'm pro-chase which is really odd considering I was in a few and got away several times when I was younger.
