As mentioned above, DO NOT start and run the engine, even for a few seconds without water going to the lower unit inlets. The rubber impeller in the water pump (on the lower unit) is cooled and lubricated by the water. Without water, it starts to fry within seconds of being started...and it's cascade failures after that.
Keep the engine cool and those Mercruisers are great drive packages and will give years of good service.

to continue the info on running the engine without water to the case...
depending on which gear case (lower unit) is on the boat, there are two different type water pumps (on/in the lower unit) used to supply water to the circulation pump on the engine.
If it has a Gen I lower, it utilizes a smaller high pressure, high volume impeller... they have a lot of radial tension with impeller vanes against the pump housing stainless steel insert and are quickly damaged when run dry.
If it has a later Gen II lower, it uses a larger, high volume, low pressure water pump that are more resistant to damage when being run dry. It's still not good either way, but the later Gen II pump may survive a without damage for a few more rounds if you're lucky.
post up a pic of the outdrive and I'll try to ID which one you have.
