I would check with the city before installing anything that doesn't "break-away," as it could very well be illegal, and in the very least open you up to a huge liability if/when someone hits it, accidentally or otherwise.

This is about as clear a screen cap as I could get:
It looks like one of several things. 2000ish Explorer, 01-03 Isuzu Rodeo, 2001ish Nissan Pathfinder (basically same car as a Rodeo), 95-02 4Runner. The headlights and taillights narrow it down, though. Definitely not a CRV as mentioned, as their taillights are up on the C-pillar.
I agree with JC316, as the video shows a horizontal blank space in the headlights. The only reason I said Rodeo or Pathfinder is that back looks more slanted than an Explorer, but that could just be the video, and the blank in the headlight could be a cracked headlight lens/housing making it appear to be split.

Looking at the wheel, it's not the popular chrome, it's appears to be the sawblade style that was popular on the 00 XLS model. None of this really matters since they don't have a plate number.

You didn't say S10... totally different than "blazer/tahoe"
The front end doesn't have the S10 slope and the headlights say Explorer. But S10 is certainly a better guess than a 90's Blazer/Tahoe
I don't know what it is, but it's not a full size blazer/tahoe from any generation IMO
