Not sure about worldwide law, but it will get you ticketed at the very least in Europe. And it is the law here, although not enforced enough.

When you say here, you mean Texas, right? I know it's not the law in all states.

Those people are irritating on long drives. Once I'm out of the "city" I typically go straight to cruise control at about 5 or 10 over and leave it there if at all possible. Others not on cruise control that you end up passing, then they pass you, etc, bug the shit out of me.

I watched a well modified C6 get a kinds of out of shape trying to get around some campers on loop 12 yesterday. I thought for sure I was gonna see one hell of a wreck....but...nOOooooo. Asshat saved it.
