The guy was high on bath salts. He supposedly had been tasered 5 times earlier in the day with no effect. They also claim he had been able to move his cuffed hands under his feet, bringing them to the front of his body. Again, earlier in the day. While that may or may not have played in to the actions of the officer that shot him, because they aren't saying whether this particular officer was aware of any of that.

He had pcp and bath salts according to toxicology. He had fronted his cuffs several times during his short stay at the jail. Fronting meaning his drug powered super retard strength self was able to move his hands to his front in a moments notice with ease. There is a 44min or so video on policeone.com. This is the same cop was was heralded on the media earlier that year for buying a homeless man a package of socks and boots.

After more reading, the chemical was DMAA, which is also found in dietary supplements, not just bath salts. So, there's no telling.
