      I just wonder why they needed to move it. Why not just blow it up in place? Get a sniper with a .50cal and shoot it from a safe distance.

        Not all mines are designed to blow up underwater.....since that was a moored mine, then yes it would have blown below the water line. Many ships of the period were also fitted with a below water armored skirt to help defeat torpedoes.
