As for the flaps, that's what the fenders are for, however if you are going for a rough farm truck look, keep the flapsOriginally posted by LeahBest balls I've had in my mouth in a while.

If it was me doing it, I would put a bit of a flat bed on the back, at least over the frame. Then put a turnover style hitch on it, that way it's flat if you want it to be, and you can use one of these for the 5th wheel hitch:

Congratulations on getting the motor freed up.
Depending on what your GVW capacity is (this will include truck and trailer or whatever is attached to it) you may need a CDL
1.With a gross vehicle weight rating (GVWR) of 26,001 pounds,
Taken from here:
And as somewhat mentioned above, its better not to give the weights and measure guys a reason to jack with you. Those guys don't fool around, I would guess fines in the minimum amount of $500-1000 are easily possible if they decide to pull you over. Also remember (as my buddies police academy instructor, and retired officer, told the class) "He who knows the most law wins....."
Also found this:
When do I need a Texas CDL instead of my regular Texas Drivers License?
A Texas CDL is required if you operate any of the following CMV's . . .
1. A vehicle with a manufacturer's gross vehicle weight rating (GVWR) of more than 26,000 lbs.
2. A vehicle towing a unit with a manufacturer's GVWR of more than 10,000 lbs. when the GCWR exceeds 26,000 lbs.
3. A vehicle used to carry 16 or more passengers (including the driver).
4. A vehicle carrying hazardous materials in amounts requiring placarding.

The Tx DPS has a handy little quick reference app too if your curious.
