It's the same as bed side manner for doctors. It can make or break the experience and how things are handled by the person.
All my experiences with cops have generally been the same as outlined here. Taking 1-2 hours to show for car break-ins, never finding any stuff, rude behavior for the one ticket I got a few years ago and so on.
The few cops I know in person are nice enough folks, but I'm not sure how they are in uniform either. I understand that they deal with scum, but that's no excuse to treat
decent folks like criminals or otherwise be an asshole.
Their job is not customer service friendliness, but a little friendliness would go a long way for their overall public perception.

I've met good and bad, and it wasn't always based on whether I was breaking the law or not. I've been pulled over for speeding. Shocked?
There are some that don't deserve to we're the uniform, as prison stripes are more fitting. There are some that are really good guys, and get painted by the douches that Frost puts in here.
I would think self preservation would have them policing their own, but I'm sure that is a big task.
