      The big Rottweiler is a threat. The unknown of him have a pistol on his person or in his vehicle while he is showing hostility towards officers on an operation. Cuffing does not mean arrest. Just as quick as the cuffs go on they can be taken off. The police did not go to him, he came to the police.

            Hmmmm or maybe the idiot shouldn't of fucked with the police on an operation in the first place. If that doesn't happen then the police don't have to acknowledge his presence and deal with him.

                      Yelling and distracting them from their focus isn't fucking with the operation? You're right it isn't a crime but a safety issue, so the police dealt with it.

                              The perimeter was secured, he never went past the police cruisers, nor did he approach the officers that were at least 50 yrds away. And it sounds like they said something to him and he started leaving, then they approached him and cuffed him up. The dog did what any dog (no matter size) and that was to protect his owner.
                              Also, if they can take the cuffs off and on, they should have let him secure his dog, instead of shooting it, and I don't even like big dogs.

                                I still don't see how he could be considered a safety threat when he wasn't shouting threats. The dog was on a leash and under the control of it's owner, so it shouldn't be a threat.

                                Again, reasonable suspicion. I saw no reason to suspect him of any crime.
