On the back of the paper it comes on, it states that it can be mounted either above or to the side of the inspection sticker. I've always put mine to the side, like his is.

I met that dude a few weeks back. I was looking at a very rough benz, and he came to the seller's house to borrow a trailer. Nice guy, I guess. He said the car was something he just started doing this and that, and ended up with what you see. It was white then, IIRC.
