There is some speculation that the tattoo is in case the child is abducted by one of the many trafficking rings. Apparently, it's pretty common for young kids to get abducted. If/when a child is rescued, the tattoo is to help return him to family.

I dunno, it sucks to do that to a kid. However, the USA is rainbows and unicorns compared to some places - so there maybe justification. Seems it would be better to do your damn best to make sure the kid is not abducted first though.
