In Waco they dont spin it. They just stand there holding it pointing nowhere near the store and they all have a look of "Please kill me."

Typically its because of signage codes and their lease.

An area has a code where no new signs/poles can be put up - so a business owner buys an old uhaul panel truck, slathers his signage on it and perma parks it in the parking lot. Loophole!

Same thing, but the building/shopping center owner won't let them put up temporary vinyl signs for a sale or other special event. So, they pay some schmuck minimum wage to stand on the street and be a sign. Doesn't violate the signage codes of the city/property.
