Which the OP's lights did not have. Second guy would have no problems.
The housing has to be designed for a HID light for it to work correctly. You can't just put the bulbs in and go. A headlight that has to much scatter like the OP's is illegal and very dangerous.

Exactly what I was thinking but wasn't even going to go down that road.

The only thing the safety inspection requires is high/low beam. If he has both of those you can't fail him for headlights.

I admit my info may be wrong, but that was the requirement last I looked, if I'm wrong please cite a valid source.

It's been a while since I went through the inspection class stuff and I don't do it anymore but I don't remember anything about the cutoff line he mentioned

The inspect class specifically talked about this when I took it 2 years ago. There are ALOT of requirements for headlights. I actually have the manual in front of me right now.

It's not. Safety inspection is only high/low. That doesn't mean a trooper won't break it off in ya though.

Pages 4-18 thru 4-20 of the inspection manual. Specifically page 4-19 section 6 d applies plus section 3.

You check every vehicle to make sure the lamp meets "department standards"?

According to the manual, almost any headlight will work according to section three. Where are the "department standards" listed at?

You think he's going to pay my $500 fine if the DPS inspector comes in when I'm passing his illegal vehicle?

It's pretty blatant with those lights. No way to get away with I thought it was good without getting my ticket pulled for being a dumbass.
You need to go take the class again before you do any inspections. They SPECIFICALLY talk about drop in HID's and them being illegal.

Way to not answer the questions. Shall I restate them for you? It's the same thing with tint. 25% to pass, 35 to avoid a ticket, for the driver.

If I went to get my truck inspected and it failed for "how the lights shine" I'd be breaking it off in an inspector.

Did I not tell you to go take the class? They cover it in the class, so yes dumbass I did answer it.
