I'm unsure as to what his skill set was prior to his handicap. I don't point fingers at the obviously disabled. If he was doing a form of skilled labor (per example) and went from a well-paying job to permanently disabled in an instant, I can see how only $840 a month could be pointless. He expounds on how he's at the breaking point as of that video being shot. Without time frames for a reference I am certainly not going to cast stones.

I perform a job where I spend a LOT of my time teleconferencing and calling my clients. If I suddenly had an accident that left me unable to speak I'd be hosed... and $840/month wouldn't be enough.

Yes I could, but would I be able to get a job comparable in a short amount of time? A lot of debilitating accidents leave people unable to work for some time, and permanent disability pay ceases if you find work. So again, because of a lack of reference for his issues I cannot say one way or the other.

I suppose that would break down to how you define hate. Also on ones ability to see a joke for what it was...

Though I have to say, if you were to go back and look at just the speeches we have heard during this campaign cycle, you would inevitably come away with the impression that the speeches delivered by the left were much more inflammatory than those by the right. Many examples can be found of this, with the most recent being obummers urging people to get out and vote as "voting is the best revenge" and Romneys being "vote foir love of country".
