Doesn't look like rust to me either. Still, take it to Ford, see what they say. If you don't like the answer, sell it and get a 13.

It doesn't really look like rust to me, but if you say it is, then take it down to the dealer. The car still has a warranty, right? You bought an assembly-line FORD, not a handcrafted Bugatti. There are going to be defects.
When you visit your dealer, I suggest telling them you are "concerned" and not:
