...still, knowing what we know about a lot of riders - that "road block" clearly was not going to work for 1001 reasons. Well, at least 3-4 that I saw. 2 were exploited.

The reason they were getting pulled over was their permit for this section of the highway was revoked, they had permits for different parts but in this area - it was revoked.
