It may not be as bad as it seams but you don't see me beating down the sellers door to buy the thing; you also can't buy an experimental class airplane that is more then 51% completed as that is COMPLETELY ILLEGAL . Many experimental class kits come with the frame and wing spar completed. The work that the previous owner did could simply be non load bearing body work and you can re-do all of that. Most home builds take about 2000 hours of work so ripping off the old work doesn't add much extra to do. The stuff worth grabbing is the engine, prop, and any avionics.
