It is technically illegal to ride a bicycle on the sidewalk. Sidewalks are for pedestrians only.

About a month ago I was working on my car and heard my trash cans fall over that were waiting on the street for the trash man. I got up thinking that there was going to some type of animal getting into them but it was a kid from down the street that ran into them while texting on his bike. I asked if he was ok and he was, then I couldn't hold the laughter in no longer. I helped him fix his handle bars but his phone was busted pretty good. I hope he learned his lesson but I doubt it, I also have not seen him riding his bike on my end of my block either since then.

just like skateboarding is "not a crime" i've been 'bitched' at about it downtown, but really none of those cops want to try to chase a hipster on a fixed gear around downtown dallas.
