It would have zero effect as non koran based laws are not enforced over there. Add to that the few times laws are "enforced", Saudis are not held responsible because they don't want to disgrace the family, and you end up with the same result as the video. Women and foreigners are the only ones ever held accountable. Hard to fully understand the mentality unless you have lived in the region.

I'm sure if they wanted to enforce a law, they would interpret the koran any way they wanted to.

Probably just the sheer force of his arm hitting something.There's no telling the G's (or centrifical force?) they were pulling when that car started flipping like that. That one dude looked like got shot out of a cannon. LOL! (sort of...)
