Need help. My cousin is in NYC this week and has gotten 120 pics with celebs but this is one on the left he isn't sure of. He recognized him and saw people getting autographs so he thought why not. Any idea?

Probably just somebody stuck in the 80s and everyone figured he looked way to stupid to dress like that so he has to be famous and everyone started lining up... It's like looking up at the ceiling at work for no reason.
