It's a Europian thing...as I understand several of the countries over there have such common issues with accidents that it is also common for regular drivers to have dash mounted cams....I believe there is something to do with insurance, either required by some or discounted.

Could've been the car was driving erratically from the start so they thought it'd be a good idea to video their wacky zanyness.

Either a body or a car seat with a body strapped into it and it looks to go directly under the semi. So, if the impact didn't kill her the many wheels most likely did.
