      That's pretty damn cool. That said, I'm sure there is a way to abuse it. Deploying one on the vehicle of the guy that's banging an officer's wife, for instance.

              Maybe I'm missing it, but how could that be unreasonable search and/or seizure? A crime is being committed in plain sight (failure to stop at the very least) and therefore the officer has probable cause to stick the thing to the suspect's car. It's really nothing different that just chasing the car - it just reduces the danger involved. It has potential to be abused, but so does almost everything LEO do. I know you're not advocating against it...I'm just thinking out loud.
