Not only that...if the police are too quick to fall back and wait, what stops the thief from pulling over real quick and yanking that off the car? What if it just falls off? How does it adhere? If it's a magnet, not all cars rear ends are made of metal, and if it's a suction cup it would have to hit a pretty flat surface at a pretty blunt angle.

I would think with some kind of very badass adhesive, maybe not though, if the car is dirty, it wouldnt stick worth a shit. You could prob make some kind of arrow that penetrates the metal or plastic, and it would stay in.
