    I think the emp or if that thing disabled the car, if they fall back its easy to ditch the car and go on foot.

                      I would think with some kind of very badass adhesive, maybe not though, if the car is dirty, it wouldnt stick worth a shit. You could prob make some kind of arrow that penetrates the metal or plastic, and it would stay in.

                          If they person driving feels as though they've gotten away then they probably wouldn't feel the immediate need to ditch the car, especially if it was stolen or borrowed.
