Horse shit. That was hardly a lunge. It was a half assed attempt to bow up to a cop. The idiot stopped "lunging" before he was shot. The dog could've been let go at any point.
Some people display emotions in funny ways sometimes. Probably could not believe what he saw. People sometimes see shit like that and don't process it as a serious situation.

The guy was tasered and still resisting. Obviously, he wasn't playing with a full deck and/or was under the influence of something. Looks like suicide by cop to me. What do you expect to happen if you motion to strike an officer with a weapon? A pat on the head and an Oreo cookie?
