That was just a distraction strike.

It's used to take people's attention away from tensing the arm that you are trying to gain control of to handcuff. After a distraction strike, they forget about the resistance and you can gain control.

Actually this is 100% correct, but personally I would not have used the technique on a "special needs" person. I just posted this so the FTP'ers could have a hey day.

And poor officer Weir. I've heard of shit like that all too often. With my dad an officer for over 20years, it seems as though once you are "out of commission" from the department, they just choose to ignore you and allow you to suffer. It sucks and huge changes need to be made. I see the same shit in the military.
