I think at hover it wouldnt be bad as they could eject pretty easily. Here is a harrier failure though, same thing. The JSF seems to hover alot better though.

Well, I had to google it. Is it Foxtrot? Also, why would they be using that flag? Is that a general "Hey communicate with me" or "I'm disabled, communicate with me'? I know nothing of maritime flags, protocol, but am generally curious.

The foxtrot flag is flown on aviation-capable ships when "flight quarters" is set. It basically means that they are conducting flight ops.
