If you weren't a police officer, and you saw someone doing that to your car, do you think you could hold back from kicking his ass? Im not trying to undermind you, just wondering how someone could show such control when you witness something like this happening to your vehicle and not harming the guy?

No. I'd shoot him. I've seen people stabbed with a screwdriver and that shit is nasty.
