    Steveo and trublu have covered it, when operating a mototrized vehicle, you have to show proof that you are licensed and insured to do so. In this case only the passenger could decline.

          The bolded text means an officer can make a stop just to see if the person holds a license.
          When was this added? Just curious, as the gov't tends to change things under radar.
          So according to the link above, some states still are holding on a little bit tighter to the Constitution than others?

            I don't think it's at all new. I recall learning to always have my wallet on me when driving, when I first got my license, and that was 20 years ago.

              There was a SCOTUS case in about 2003 or so that stated that a police officer asking for ID for no other reason than to verify ID was a reasonable exception under the 4th amendment. I'll do some googling tonight after work.

                When you are operating a vehicle on a public roadway it makes a difference.
                Vehicle exceptions have been this way for decades due to the inherent high mobility of a vehicle and the ability to transport evidence.

                Now if you were walking down a sidewalk, I just can't stop you and ask for ID.

                    I travel until I feel safe to pull over. I understand the latter part of what you are saying with hiding things but it is a little silly when you think about it. It seems foolish as well to pull over immediately on the highway and have traffic in that lane slow down to 30-40 mph just because someone could be hiding something. Adding one silly rule though seems to open the book for 2-3 more silly rules...

                            I used to like to watch the show Cops and others. I can't stand it anymore, you can see the arrogance and the above the law attittude in 85% them.
                            Most seem to think they are above the law and the constitution.

                            It used to be "For the people by the people". Govt. is supposed to work for the people, that went for law enforcement, being it local govt.
