My experience is that you must send a certified letter notifying the previous registered owner that you wish to retitle in your name. If they respond in the given time, or they themselves goto the title office and issue a new title in their name, you're SOL and they can report the vehicle as stolen and take it from you.

Whenever I see this car I always think of a girl from that era wearing bone rim glasses and named Gladys. Seems like a perfect name for that car.
