I think most bad things wether big news or not - that's how it mostly gets cleared up. Katrina was a bad example of how to do clean-up. Most people prefer to get it done in anyway possible as opposed to waiting for someone to do it for them. It's better all around.

The government should assist or at least it's nice to think the government will assist. Financially, with equipment and such to help clean up - and for the highly toxic things or whatever. At the end of the day though if everyone helps police their area and helps their neighbors - it goes quicker.
