Why does this motor have a reduced base circle anyways? Did Shaun say?
yes i spoke with everyone (CHP for the motor, Terry Manton himself for the pushrods, Shaun for the Cam, and the Lunati people for the lifters) before i decided to scratch them down, i told each one everything i had done to the motor and the only person that could suggest anything was Terry and he was the one that suggested to scratch down on the lifters, he stated that sometimes it just had to be done and even asked me to ask Lunati what they recommended me and they were stumped and said that yes scratching the lifters down was a possible solution.

as for the Cam, i asked Shaun to make me a cam for a certain HP and to still be able to drive around town and thats what he made me

I guess, more than anything, I'd have to see it to know for myself - I just find it hard to believe that someone doesn't have a lifter for that "setup" that oils properly.

The only thing that really makes sense to me is that the oiler hole is not drilled at the right angle in the lifter so that it intersects the oil band in the right place (and thus no oil to the top).

Do you remember if the oil hole in the side of the lifter is IN the oil band or above it? If it's above it, I bet they are made wrong. (I'll see if I can find pics of what I mean when I get home)

it might also be that the block itself was not made for a solid roller cam, but as for the oil hole on the lifter it is above the oil band, that is where the scratch was made, from the oil band up to the oil hole

That sucks, but may be the only option. I'll see if I have pics of mine when I get home.
