I cannot speak for NY officers. Here in Texas we do. I have been to NY many times, and their officers have attitudes.

Most won't care about a camera on them. It happens all the time. Not to mention you are being filmed in your car anyhow. You get a bad apple every once in a while. You can notice the other 2 or so officers not bothered by it. They were probably thinking wth is he doing.

I have no idea what they were thinking. The basic concept is if you can see it and it's legal for you to be where you are, you can film it. The only exception would be government property where it is posted for security reasons (military base, etc), or if you create a disturbance while filming, prohibit or deny access by being in the way etc.
