I have Bermuda I have each zone set 30 min 3 times a week. I usually water at 430 am. Does that sound about right?

Do you have water running over the curb?
First thing to check is coverage per zone, as well as over lap. Rotors require a bit more time than mist heads.
Bigger zones, more time. I set my new homes up as follows:
Side of home (L-R 5' side yard) 2-3 minutes.
Zones with mist heads 7-8 min
Zones with rotors 10-12 min
Flower beds 10-12 min
Any time I see water over the curb, I turn it down. Water over the curb means you are getting run off. Run off does you no good.
If you are on black dirt, it is only going to take ~1/2" of water at a time. Water 1/2" in one cycle, /2" in an additional cycle. If it is fed properly, yoh should be able to water 1"/wk. Green comes from food not water!

It should be installed with a double check valve/back flow preventer on the irrigation system. If you can't reason with them and get them to turn their sprinklers down, shut the fucker off. Should be a box somewhere close to the water meter with their back flow preventer in it. Turn one of the ball valves, that will turn their shit off.

heres my 2 pennies,
how to figure out how much to water
1. lay of the land, is your yard flat or do you have areas that are down hill?
if all flat it will be a little easier if you have hills just remember to run the zones that water the top a bit longer than the ones at the bottom because water tends to go downhill.
2. what kind of heads do you have? Rotors? Pop Ups? if you have rotors remember it will take a little longer as they articulate and you have to give them time to water what they need but do remember they put out a lot more gpm compared to pop up. pop ups will be more concentrated.
you can look at the nozzles you have and look them up and see their precipitation per/hr
Best way to avoid having to look it all up is get some 1" tuna cans or something and see how long it takes to fill it up, that'll give you time it takes to get 1" water on ground.
3. Color of the yard, a lot of people think yellow grass means its drying, yes that can be the case (or fungus if its just spots) but you can also start overwatering which will cause same effect!
typically systems I install with proper head to head coverage I start off at 10minutes for pop up zone and maybe 15 minutes for rotors then adjust from there, always make sure you have a rain freeze sensor that way if it rains or its freezing system does not come on
also consider type of grass you have and soil, if you have clay its not going to soak so might run less time, and so forth
