Pump system around perimeter of slab foundation?

looking at buying a rental house and I was surprised to see there was a water pump system in the back yard along the foundation. There were green grates and a float pump system to redirect water out to the curb.

I have never seen this before and obviously they had problems in the past with water in the backyard. I would have assumed a French drain system would have worked.

French drain systems only work if you can drain the water downhill. If it has to go uphill, then you need a sump and pump system.
