How can I use this box? (Electricians welcome)

I found this box in the front flower bed and took the cover off and the wires are hot. Do I just need a receptacle? Or what?

First thing you need to do is figure out which breaker is feeding it to make sure what it is...is it tied to a switch or are any other plugs, lights, etc..on the circuit? While you can use it for a plug...if you go that route make sure that you install a GFCI outlet...and at the very minimum need to make sure you install a weatherproof cover. If you just stick a regular outlet in it you will be constantly resetting a tripped breaker...and eventually will have to replace the breaker.
