Anyone been there own contractor and found an existing crew to hire?

Other then picking em up off the corner and outing ads for what you want down where do you find these crews. For example storm chasers come into town setup shop and get roof workers from somewhere.

Main thing here is I want them to have there own tools and not me supplying that stuff. Ill have all product there for the work to be done. Looking to do fence, porch, concrete and maybe a roof.
