I removed all my baseboards to lay Pergo and have the adequate 3/8" space from the walls, but do I need a space over the Pergo when reattaching the baseboards or can the baseboards flush with the Pergo?
If you are saying what I think you are saying, you can just nail your baseboards in directly to the wall on top of the Pergo, It doesn't expand upwards/downwards (which is why you need the 3/8" space from the walls)
I plan to put mine directly on top of our laminate. What do you guys think about caulking the base to the floor. Am I going to see so much movement that the caulk is going to separate? I feel that the caulk has some give/flexibility and I should be ok.
Most installers put a small bed of caulk at the base of the base board to cover up any variances in the materials. It does give it a cleaner look if you don't get over zealous with the caulking.

That is how we finish out base and wood/tile at work. Though they are glue down or nail down hardwoods. My only concern is expansion/movement of the floating laminate. I guess worst case, it separates and I have to change my method!

All of the instances I could think of were glue down. I've never been a fan of the floating, but I hear with a good underlayment it's not bad. I have glue and love it.
