No it's the scrap pieces from when they make the slits in the shingles.

Interesting.. I have seen some high end homes with tar and chip and I thought it looked great. May be the rock selection. Also, Id do concrete borders

I'm sure it has a lot to do with it, they just used gravel looking rocks, but we only did it to prevent pot holes and it has served its purpose well.
