    This is on a new system, installed ~ 1 year ago

    Found the evaporator coil to be frozen this afternoon when the house wasn't cooling as good as it normally does. Filter is new and I turned everything off to thaw out. To speed up, I put the fan in the ON position and turned the AC OFF. This caused the outside pipe to freeze up in about 2 minutes...

    What would cause the pipe to freeze up when only the fan is on? Never had this issue before as running fan ON helps to melt the ice, not create it.

    Will start making calls in the morning but thought I might post up for a long shot

    I would start by thoroughly cleaning the coils with a water hose. The next step would be to have the installer come out and check the refrigerant level.

        as long as the compressor was actually OFF, then it sounds like the freezing was just working its way back to the compressor. When it freezes like that, it'll start at the evap and if you don't catch it in time, it'll freeze it way back to the compressor.

        I had this issue before and found that it was dirty evap coils and a long over due filter change. It has to be able to get air flow across the evap coils. when you replaced the system, was it with the same tonnage?
