i have a ridgid miter saw with a rolling/collapsing stand, and it's worked great for me.

here's the saw (the stand is about $120 or so)

Okay, at a minimum it needs to be 12". IMHO, the stands are very nice but not required.

The sliding feature to me is way more important than a stand. They sell in expensive tables and such or it can be used on the ground. Of course, I bought mine before the sliding feature was popular/affordable and wish I had it.

As far as I can tell this is the best bang for your budget, but it is still 100 over...

...and has none of the features - but is 12"

I will say that RIGID is my new favorite tool brand for the last couple of years. If you can pony up the money, you get more for the money with RIGID. Porter cable stuff is good too.

        If you go 10"...

...I despise Ryobi though with a passion. I mean, they are right in line with black and decker to me. I gave them another shot this year with a chain saw and it broke after 2 uses and I have to try and fix it. Anyway, that's in your budget, seems to have okay reviews and the reason I like 12" and want sliding is for the length of cut across the boards - I'm usually not challenged by the thickness of the board.

Edit: Remember, woodworking/construction - there are 1001 ways and opinions as well. These are just what works for me and the reason I want the features.

Ceyko is correct about Dewalt. They are still the standard for miter saws. But, I wouldn't touch that Ryobi with a 16' base board.

IMO, 12" saws are not a must. Get the tool that fits a need. I have a 12" Dewalt SCMS but I could have easily gone with the cutting capacity of a 10". If you Dad is cutting some significant crown molding, then I would go with the 12", but the 10" is fine for most applications. A 12" saw should give you capacity to cut boards as thick as 5". A 10" gives you about 4". A SLIDING miter saw also gives you more cutting capacity for the width of the stock you're cutting. But as you can see, they get pricey..

I do like Ridgid as well. They have a pretty good warranty on their tools. Here is their 10" miter saw. http://www.homedepot.com/Tools-Hardw...&storeId=10051

As far as I know, there isn't a $200 compound miter saw worth having, unless you find someone selling a nice used one, and they're in desperate need of money. You may be better off getting him a 200 gift card or cash, and just tell him that it's to help with buying a nice saw.

You can get a 10" sliding Kobalt for $199 at Lowes, it will be your best bang for the buck at that price range.

Harbor has this one a bit cheaper.

I bought a Delta 10inch slider a few years ago it came with a stand also. It was a lot cheaper than the 12s at box stores.

Being later in the day and re-reading, I do regret posting that saw. I HATE Ryobi. (not as much as B&D though. )

If it's a tool you don't use often or professionally, most HF stuff is fine.

The two things I bought broke or were improper out of the box - your mileage may vary though. It's just one of those deals where I gave up. They did take them back with zero hassle though.
